The all-new, locally run, power program, known as Lancaster Choice Energy (LCE), will be available exclusively to those who live in Lancaster. The program is expected to commence service in two phases. Phase 1 is scheduled to begin May 1st, 2015 and will include service to Lancaster's municipal accounts (e.g. government buildings, traffic lights, street lights, etc.). Phase 2 is scheduled to begin October 1st, 2015 to service all other accounts located within the city which were not offered service in Phase 1 (e.g. businesses and residences).
A recently conducted feasibility study indicates that the Lancaster Choice Energy program can not only recover all of its operating costs, but can do so while saving LCE customers money as well as providing cleaner energy.

Currently there is only one electricity provider, Southern California Edison, in the area. City Councilwoman Sandra Johnson said that Lancaster officials were "thinking outside the box. Now we'll be able to say we have a choice. We can choose which power company we deal with." Lancaster Choice Energy is the new YOUtility.
Vice Mayor Marvin Crist asked, "What will this do for the local economy?". "Economic development opportunities support local solar development," Boswell replied.
