Lancaster, CA Mayor R. Rex Parris made the LA Times Business front page yesterday for being a pro-business mayor and aggressively attracting Chinese investors into the city.

According to the LA Times, Parris stated, "Hopefully, Lancaster will become the largest Chinese corporation area in California.  How cool is that?  The little town of Lancaster."

The City of Lancaster is receiving a lot of national and international attention for successfully attracting China-based Build Your Dreams (BYD), the world's largest manufacturer of advanced rechargeable batteries, to build two factories in Lancaster.  BYD has built the first Chinese automobile factory in the USA in the city of Lancaster and also has plans to build a plant for production of its advanced-technology battery modules.  

"Lancaster has advantages.  Unlike mayors in bigger cities such as Los Angeles, the mayor of Lancaster can clear red tape quickly, and with little opposition, for favorite projects.  He can rush contracts and permits through City Hall in a matter of days or weeks, unlike the years it can take in L.A." -LA Times

LA County Supervisor, Michael D. Antonovich has been a major ally in helping Parris attract BYD to the area.  "It was a fierce competition between Los Angeles and Lancaster.  L.A. got the BYD U.S. headquarters, but the factory, and most of the jobs, went to Lancaster." -Michael D. The City of Lancaster has approved an incentive package for Build Your Dreams (BYD), the first Chinese-owned automobile factory in the U.S. located in Lancaster, CA.  BYD is the largest supplier of rechargeable batteries in the world and they are using their leading rechargeable battery technology to power their own brand of buses and cars.

In addition to the currently operating all-electric bus factory in Lancaster, BYD also plans to build a plant for production of its advanced-technology battery modules.  The battery plant will be in the former Anheuser-Busch beer distribution building, just south of Avenue H on Division, that BYD recently purchased for $1.9 million.

The incentive package will also include street and other infrastructure improvements for both BYD buildings.

A simple definition of the term net-zero energy is to produce more energy than what is consumed.  The goal of Lancaster, CA is to become the first net-zero energy city in the world, a city that can operate completely independent of the electric grid, and they are on track to achieving that objective.

At this time, 215 megawatts (MW) is the peak electricity consumed by the city during the hottest summer days while the average electricity consumed under normal demand is about 100 MW.  Presently, about 44 MW of renewable energy is being generated and the city has already approved and permitted projects that will produce over 250 MW more.

The initiative to reach net-zero began in 2010 and city leaders believed at the time it could take over a decade to achieve.  Instead however, the city is on track to reach the goal by 2016.  In addition to the fact that Lancaster receives over 300 days of sunshine per year, here is a brief review of key milestones that helped catapult the city’s dreams into reality:
